CWG Village builders penalised Rs 183 cr

The guests have left the Commonwealth Games Village and the ghosts are returning to haunt the builder Emaar MGF and DDA which were awarded the project. The Urban Development Ministry which governs the DDA has fired the first salvo against the builder.

CNN-IBN learns that DDA is taking action against Emaar MGF for failing to complete the project on time.

DDA has fired the first salvo. The Centre will confiscate Rs 183 crore bank guarantee given by Emaar MGF for failing to deliver Games village on time.

CWG Village builders penalised Rs 183 cr
The DDA wants an additional Rs 84 crore as damages from Emaar MGF for going beyond the Games project deadline and not completing landscaping work.

It has decided to invoke the bank guarantee of Rs 183 crore. Legal action will be taken by DDA to recover other expenditure that includes - Rs 44.65 crore for not completing work including landscaping, Rs 38.65 crore for not completing the project on time. Sources say Emaar MGF also even failed to pay water and power bills.

In the middle of this fight between DDA and Emaar MGF close to 800 people who have paid anything between Rs 1.8 crore to Rs 4.8 crore, to own an apartment in this high-end project, are left in the lurch. Emaar was the sole bidder in 2007 and got 27.2 acres to build 1168 apartments.

The builders plan went haywire when their ambitious Rs 8000 crore IPO failed in February 2008.

However, DDA bailed out the builder paying Rs 770 crore and got rights to sell 333 apartments. Things then went from bad to worse. Emaar was denied a completion certificate in March this year (2010) as DDA accused the builder of unauthorized construction, Emaar MGF also took DDA to court. During the duration of the Games the Village got a temporary occupation certificate.

Emaar MGF is talking of a three month delay. With the Government asking the builder to account for every penny, occupying these flats will take more time than promised.

Commonwealth Gold Medalist for more shooting ranges

Kolhapur girl Rahi Sarnobat, who along with Anisa Sayyed, won the Commonwealth Games gold in the pairs 25 m pistol event, on Saturday said she was so sure of her performance at the event that she had told folks at home she will return with gold.

"I was extremely confident of my performance. Before the Games, I told those at home that I will bag the gold," Sarnobat said at the official residence of her maternal uncle Shivajirao Deshmukh, Chairman of Maharashtra Legislative Council.

The Sarnobat-Sayyed pair created a new CWG record by breaking the eight-year mark (1,150) of Australians. "I am happy that we broke the record," she said.

Sarnobat said her next target is the Asian Games, to be held in China from November 12-27.

"I underwent three years' training at the Pune range, which is among the two best ranges in India. The other world-class range is at Delhi."

More world-class shooting ranges should come up to help shooters practice and vie for global glory, she said.

"Chinese shooters have an edge as they have 50 class ranges there. There should be good ranges all over India."

Sarnobat is happy with Maharashtra Government offering her a Class 1 officer's post in recognition of her achievement.

"However, the cash prize Rs 10 lakh (for gold medalists) should be hiked to at least Rs 15 lakh."

"Look at other states. They have increased prize money for their CWG medal winners," she said.

Australia will Pay for Damages at CWG Village

The Australian Commonwealth Games Association (ACGA) has regretted one of its athlete's indecent behaviour a few days back and has agreed to pay for the damage caused at the Games Village in a rowdy incident after Games closure, Lalit Bhanot, Commonwealth Games Organizing Committee secretary general, said Friday.

In a statement Bhanot said: "The media reports regarding Australian celebrations at the Athletes' Village and the resultant damage to a washing machine are true. The person in charge of Tower 21 brought it to the notice of the Village authorities. The issue was taken up with the ACGA, who regretted the incident and agreed to pay for the damage as per guidelines."

After the closing ceremony Thursday night, unidentified athletes dropped a washing machine from a balcony in the Australian section of the Games Village. Meanwhile, the athlete, whose identity has been withheld, was sent back home for bad behaviour some days back.

Delhi Police said no case has been filed in the incident as they have not received any official complaint from the organising committee.

The Australian high commission in a press release Friday morning termed as "sloppy journalism to a new low" the media report that "enraged by the humiliating loss, some athletes went berserk, destroying electrical fittings and furniture on Tuesday and Wednesday".

According to the report which quoted Delhi Police sources, the irate athletes also shouted slogans against batting maestro Sachin Tendulkar, who played a pivotal role in ensuring India's victory in the Bangalore Test match.

Terming the report "factually wrong, insulting to Australia's athletes and can only be described as a fantasy", the high commission release said: "It badly lets down a quality newspaper".

The release, however, admitted: "There were indeed some spirited celebrations involving the Australian team and a number of other teams at the Athletes' Village."

"We can confirm that in the course of those celebrations, a washing machine was damaged, though it remains unclear who did the damage, what their nationality was, and whether it was deliberate or accidental," the Australian high commission said.

Commonwealth Games: PM Orders Probe Corruption Charges

NEW DELHI: With the Commonwealth Games over and demands for probe for mounting, Prime Minister Manmohan Singh tonight appointed a high-level committee headed by a former CAG to go into allegations of corruption related to the mega sporting event.


The committee, headed by former Comptroller and Auditor General (CAG) V K Shunglu, will submit its report to the Prime Minister within three months, PMO spokesman said.

The announcement came even as the CAG stepped into the picture to conduct assessment of various projects related to the CWG with officials set to visit all the stadia and go through records.

Significantly, CWG Organising Committee Chairman Suresh Kalmadi, who has been in the line of fire over the corruption allegations, was snubbed when he was not invited to a felicitation at the Prime Minister's residence for Indian medal winners.

"The government has decided to constitute a high-level committee under former CAG V K Shunglu to look into all matters relating to organising and conduct of the Commonwealth Games 2010, New Delhi, including to draw lessons from it," the spokesman said.

The details of terms of reference will be announced in a day or two, the spokesman said.

The developments came as opposition parties, which had held their fire during the 12-day event, today stepped up their demand for thorough probe into corruption charges which the Congress said should be done and those guilty, if any, be brought to book.

A dazzling laser show and a musical extravaganza tonight marked the grand finale of the Commonwealth Games, the biggest sporting event hosted by India which crowned itself with sporting glory by winning an unprecedented 101 medals.

Skies over the nation's capital lit with multi-colour laser beams as part of the 140-minute closing ceremony at the Jawarharlal Nehru stadium filled to capacity of 60,000 cheering sports lovers including Vice-President Mohammad Hamid Ansari, Prime Minister Manmohan Singh, Congress President Sonia Gandhi as well as other sundry VIPs.

As at the spectacular opening ceremony 12 days ago, all the controversies that had dogged the Games – corruption, filth, snakes, mismanagement -- were momentarily forgotten because some 5000 athletes from 71 countries had sportingly competed for 826 medals of which India won 101, including 38 gold, its highest ever, to be the second in the tally behind Australia with a total of 177.

Prince Edward, patron of the Commonwealth Games Federation, formally declared the 19th edition closed amid thunderous cheers from the audience.

Reading out the closure statement, the Prince said: "In the name of the Commonwealth Games Federation, I proclaim the XIX Commonwealth Games Delhi 2010 closed.&

"In accordance with the tradition I call upon the sportsmen and sportswomen of the Commonwealth to assemble in four years time in Glasgow, Scotland, there to celebrate the XX Games."

The ceremony began with the arrival of dignitaries who included Prime Minister Manmohan Singh, Vice President M Hamid Ansari, UPA chairperson Sonia Gandhi, CGF chief Michael Fennell and Sri Lankan President Mahinda Rajapaksa, the guest of honour.

The Indian national anthem was played as the packed stand stood up in respect to mark the beginning of the closing ceremony.

Pyros took off from the roof of the stadium giving a delightful sight as countdown from zero to 10 in Devanagri script opened up the proceedings with the crowd roaring from the stands.

There was much excitement and euphoria in store when a tribute was paid to the India's sporting spirit, aptly titled Agni -- a segment that featured the fiery and passionate tradition of the country's martial arts.

Chants of Agni shloka preceded eight martial art forms – Kalaripayattu, Naga warriors, Thangta, Gatka, Silambam, Akhara, Dhan Patta, Talwar Raas -- that enthralled the audience.
Dressed in white, school children paid tribute to the motherland performing to the tunes of Vande Mataram as they took positions to form a rangoli pattern and Ashoka chakra on the field.

The athletes of the Commonwealth Games 2010 entered the field together as one big contingent signifying the bonds and friendships formed during the Games.

A 30-minute segment titled 'Music of Universal Love' featuring renowned Indian singers and musicians mesemerised the crowd.

It began with DJs performing with 1000 dancers on five stages of the field in an electrifying atmosphere with a 25 stacks of speakers blaring 500,000 Watts of sound.

Musicians Taufique Qureshi, dhol players Kamal Sabri, Niladri Kumar, Bikram Ghosh, Sivamani and Raghav Sachar performed in the event. There was also further entertainment from singers Kailash Kher, Zila Khan, Sukhwinder, Ila Arun, Usha Uthup, Shiamak Davar, Shankar Mahadevan, Shubha Mudgal, Sunidhi Chauhan and Sreeram.
The official mascot of the Games, Shera, was given an emotional farewell by Indian singer Shaan as the ceremony went into the final leg.

The ceremonial flag handover segment began with Delhi chief minister Sheila Dixit saying, "In a few moments, the ceremonial flag will be entrusted to your care so that in due time you deliver it to Glasgow."

Official representative of the 2014 host city, Robert Winter, who is the Lord Provost of Glasgow, said, "This duty I willingly undertake to fulfil," as the Games flag was lowered and then handed over to him.
In between, the Games president Fennell, presented the David Dixon Award to the outstanding athlete as there was a 20-minute special package of the golden moments.

Named after the former secretary of the CGF, the award instituted in 2002 is given to the outstanding athlete of each of the Commonweath Games based on their performance.

Scottish performers soon took the centrestage proudly showcasing their country's spirit, culture and heritage in a 10-minute Glasgow segment.

The tumultuous journey of India, which saw a trouble-ridden build-up marred by corruption scandals and missed deadlines, soon came to an end.

India shining as Commonwealth Games set for Gala Closing

As the curtains come down on Thursday, the 2010 Commonwealth Games in Delhi will be remembered as much for India's ability to pull off a world class mega event as about sporting glory - controversies notwithstanding.


They will leave behind a city with spanking new infrastructure that played host to 6,700 competitors from 71 nations and territories who were given top class security -- and glimpses of the country's rich cultural heritage and hospitality.

The closing ceremony Thursday promises to be a spectacular and youthful song and dance celebration, with a laser show as its highlight, at the Jawaharlal Nehru Stadium, which is where the grand opening ceremony was held Oct 3.

India lifts Commonwealth Games Gloom, Strikes Gold

India finally lifted the Commonwealth Games gloom on Sunday as a wave of patriotic emotion super-charged their gold medal count and sparked a seven-goal rout of bitter hockey rivals Pakistan.

After a week of depressing tales of corruption, botched organization and embarrassing blunders, the country’s athletes clicked into gear.

Somdev Devvarman clinched men’s tennis gold, 800m runner Tintu Luka brought the house down at the track with a blistering qualifying run, while a 19,000 crowd roared India to a 7-3 win over Pakistan and a place in the hockey semi-finals.

The hosts also won more gold in shooting and wrestling, with national poster boy Sushil Kumar, a rare world champion in the country, cruising to 66kg gold.

By the end of the day, India had won 29 gold to England’s 26, striking a crucial blow in their cat-and-mouse duel to finish runners-up to Australia.

At a jam-packed Major Dhyan Chand Stadium, and with members of the country’s political elite looking on, Sandeep Singh starred as India trounced Pakistan to storm into the semi-finals of the hockey in a do-or-die encounter.

Faced with the prospect of elimination before the knock-out rounds, India responded in style to set up a semi-final showdown against England, with world champions Australia set to face New Zealand.

“All credit to the crowd,” India coach Jose Brasa said. “Their support was tremendous, something I have never seen before in any match.”

Devvarman became the first Commonwealth Games men’s tennis champion, cruising to a 6-4, 6-2 win over Greg Jones of Australia.

The top seed’s win had local fans on their feet, 24 hours after the despair of seeing glamor girl Sania Mirza lose the women’s final.

“A gold medal is tough to come by. I’m happy I got mine. I’ve worked really hard,” Devvarman said.

Out at a packed Jawaharlal Nehru Stadium, where the Games’ ticketing woes are slowly being addressed, Tintu Luka won the the third semi-final of the 800m, bringing more than 50,000 people to their feet in expectation of a rare track gold in the final.
